Midland hit-and-run suspect placed on ICE hold
The driver struck the child while the child was trying to cross the road after school at IDEA Travis.

MIDLAND, Texas (KOSA) - UPDATE FRIDAY 5:41 P.M.: Midland County Sheriff David Criner has confirmed to CBS7 that after speaking with Immigration and Customs Enforcement or “ICE” Rogelio Ortiz-Olivas who uses the name Juan Ortiz Perez is on an immigration detainer.
Ortiz-Olivas was first sent back to Mexico on a voluntary removal, then was deported 5 separate times following that. Otiz was confirmed by fingerprints taken during his first removal.
UPDATE FRIDAY 4:22 P.M.: The Midland Police Department reported Friday that the driver involved in a hit-and-run Thursday in southeast Midland will face a new charge. This is according to a spokesperson with the city of Midland.
Midland police previously reported that Rogelio Ortiz hit a child Thursday afternoon in the 1900 block of South Lamesa Road. On Friday morning, the juvenile – a 10-year-old boy – died, and Midland police reported the new charge is hit-and-run, accident causing death.
The Midland Police Department also reported Friday that Ortiz was 50 years old (not 41 as previously reported).
UPDATE FRIDAY 9:55 A.M.: The City of Midland has confirmed to CBS7 News that the child hit yesterday has since died.
As of Friday morning, Ortiz is still being held in Midland County Jail on a collision involving serious bodily injury charge.
IDEA Travis and Midland ISD Issued the following joint statement:
“IDEA and Midland Independent School District are mourning the loss of one of our IDEA Travis students after a tragic incident near our school yesterday. Our thoughts and prayers are with the student’s family and loved ones. Counselors will be providing mental health support for students and staff on campus. As the safety of our students continues to be our number one priority, we are urging drivers to exercise caution when pedestrians are present to prevent tragedies.”
ORIGINAL STORY:
On Thursday, February 8, 2024, at approximately 4:35 pm, officers with the Midland Police Department detained a driver after the man struck a juvenile with a truck during a hit-and-run, leaving the juvenile in critical condition.
Upon arrival, officers discovered a black truck struck the juvenile who was attempting to cross the road after leaving school in the 1900 block of South Lamesa Road. An officer located and detained the driver, 41-year-old Rogelio Ortiz.
The juvenile was air-lifted to Lubbock in critical condition.
The investigation is ongoing.
